Executive Director of Budget & Planning Utah State University
Joseph Pugh has been the Executive Director for Budget and Planning at Utah
State University since 2005. He facilitates the university’s budget-setting
process and supports university leadership in implementing various initiatives.
In addition, he oversees the university’s Scholarship Office, which has grown
in size and responsibility in the last five years. He also manages the
university’s shared services organization. He chaired the team that evaluated
options for shared services structures. He has led the shared services
organization since it went live in 2013. The organization employees 170
individuals and has become recognized as the organization that provides
financial management expertise and transactional support for the university.
His prior experience includes stops at Lewis-Clark State College in Lewiston,
Idaho, and the Utah State Board of Regents in Salt Lake City. Whitney
earned a Masters of Public Administration degree from Brigham Young University.
